The city of Union City, which is on the unceded land of the Ohlone people , was incorporated in 1959 by merging the towns of Decoto and Alvarado , the latter of which resulted from the merger of the settlements of New Haven and Union City about a century earlier. Decoto and Alvarado were neighboring towns from 1870 to 1959, but a citizen’s committee led by Tom Kitayama, who would become the city’s first mayor, petitioned to have the two towns incorporate into a city to keep the city of Hayward from annexing both.
The City Council of Union City is made up of four members from each district and an at-large mayor who serve staggered four-year terms. It is currently made up of Mayor Carol Dutra-Vernaci , District 1 Councilmember Gary Singh , District 2 Councilmember Jaime Patino , District 3 Councilmember Jeff Wang and District 4 Councilmember Scott Sakakihara .
The council generally meets the second and fourth Tuesday of the month at 7 p.m. at City Hall at 34009 Alvarado Niles-Road.
